Overview
To operate an internet gaming (igaming) site, you must take steps with iGaming Ontario (iGO) and the AGCO.Β Β
There are many ways a company can structure itself. Operating a gaming site doesn't have a fixed list of activities. Operating an igaming site generally involves:Β
- making key decisionsΒ
- following the rules and standards for the gaming siteΒ
- being responsible for hiring suppliers
Β
If you plan to run multiple distinct online gaming sites, you must apply separately for each site. Here are some factors that will decide whether you want to run one igaming site or multiple igaming sites:Β
- uniform versus separate account credentials for each game, site, domain or mobile appsΒ
- common or separate e-wallet (digital account)Β
- common or distinct brandingΒ
- the same or different people or companies run the igaming site, games or mobile appsΒ
Eligibility
To be eligible to register as an igaming operator with the AGCO, you need to complete these steps with iGO:Β
- Fill out a non-disclosure agreement (NDA).Β
- Complete a letter of agreement (you must create an iGO account to complete this step).Β
- Set up access to iGOβs secure data and information communication channels.Β
- Complete iGOβs anti-money laundering (AML) information documents.Β
- Complete iGOβs financial information documents.Β
- Go through an operator system and data readiness cycle.Β
- Complete an operating agreement.Β

You also need to complete this step with AGCO:Β

Registration fee
The registration fee to operate an igaming site is $100,000 per site per year.Β
Step 1: Prepare your application
Youβll need to submit these things:Β
- operator applicationΒ
- Registrarβs Standards gap analysisΒ
- personal disclosure form for each person you put on the applicationΒ
- entity disclosure formΒ Β
- registration feeΒ
- supporting documents (if applicable)Β

- constituting documents (legal documents like articles of incorporation, partnership agreement, etc.)Β
- details of sharesΒ
- extra-provincial power of attorney (for limited partnerships)Β
- financial statementsΒ
- government-issued identificationΒ
- personal history of gamingΒ
- diagram of your organization structureΒ Β
- partnerships need to show connections between partners, associated companies, or people who have a 5% or more interest in the partnershipΒ
- corporations need to show the relationship with shareholders owning 5% or more of the shares of the company or any associated companiesΒ
- joint ventures need to show the relationship with the companies involved and anyone with a 5% or more interestΒ
- signature of applicant or partnersΒ
- tax return and tax assessmentΒ
- criminal background check (if Canada isnβt your primary residence)Β
- list of suppliersΒ

You need a new application for each separate iGaming site.Β
Step 2: Apply online
If youβre applying for the first time you need to set up an iAGCO account. To become an iGaming operator, create an account on the iAGCO portal. Once youβve set up your iAGCO account, you can apply.Β
Step 3: Wait for a decision
After submitting your application to the AGCO, you need to complete these steps:Β
- Put controls in place that meet the AGCO Registrarβs Standards for Internet Gaming. These documents will help:Β
- Go through the internet gaming notification matrix training. Read the internet gaming notification matrix first. Β
- Set up regulatory reporting in iAGCO.Β
- Set up access to AGCOβs secure data and information communication channels.Β
- Proof that your technology meets AGCO standards.Β
Step 4: Get approved
Once youβve got your registration, you need to run your igaming site in the right way.Β
